October 17, 2014

Featuring U.S. Chief Bankruptcy Judge Thomas B. Bennett as a Keynote Speaker

This Symposium will focus on the increasing occurrence of municipal bankruptcies across the country. Specifically, the Symposium will explore the conditions that give rise to the financial crises facing local governments, the current climate, and potential solutions. Although Chapter 9 authorizes municipal bankruptcy, the ultimate decision on whether to permit municipalities to file Chapter 9 bankruptcy lies with the states. As a greater number of municipalities file for bankruptcy, new issues are raised, including the traditional safety of municipal bonds, international bondholders’ role and their increasing presence, and repayment priority among creditors, employees, and investors. The Symposium will bring together preeminent scholars, judges, legal practitioners, and local government officials, who will provide a platform for discussion on the outlook of financial conditions for localities, as well as the trend of Chapter 9 municipal bankruptcies.
